Oh no, power lining is either creating a thick line by using huge needle groups like 9rl or 11rl, or by taking a 3rl or 5rl and going double width to get the thick bold line. Powerlining really defines edges of tattoos and anywhere else you really want to stand out to define one area from the next. That piece looks fine as is, but it could stand out more with a little powerlining. You are far from mildly retarded my friend, I remember learning all this terminology and technical crap
